On June 6, 2014, in solemn surroundings, Bakyt Tynalieva (Vice-chairman / Chief Academic Secretary of the High Attestation Commission [HAC]) presenteda diploma with a state-recognized degree of Doctor of Philosophy (PhD) to Andrew Wachtel. Dr. Wachtel thanked Mrs. Tynalieva and members of the HAC of the Kyrgyz Republic:

“It is my honor to be here with you. I know that this is first time that the Government of the Kyrgyz Republic as represented by HAC has recognized an American diploma, in my case the diploma of the University of California - Berkeley. I’ll send them without fail, information about this event and a copy of the Kyrgyz diploma and state-recognized degree of Doctor of Philosophy. Today, this is a sign that we can and must work together. Our university is ready to work with all Kyrgyz universities. We are a Kyrgyz University! My father is a cardiologist, and it was very interesting to me that cardiologists are also obtaining academic decrees in HAC.

I want to thank all: firstly Bakyt Karabekovna, the staff of my university who petitioned, and the entire country because you give us the opportunity to work. I hope we will collaborate more closely than now!”

Also, by decision of the High Attestation Commission of the Kyrgyz Republic, six local full time members of the AUCA faculty who have western PhD academic degrees are awarded the academic degree of doctor of philosophy:
