High-Level Round Table on Responses to the Reports of the National Centre for the Prevention of Torture

On October 27, a High-Level Round Table on responses to the reports of the National Centre for the Prevention of Torture and the implementation of its recommendations will take place in Bishkek, at the Golden Tulip Hotel from 9 a.m. to 5 p.m.

 

The aim of the Round Table is to discuss the status of responses to the NPM’s Annual Report of 2013 as well as the implementation of recommendations of both the SPT and the NPM. Furthermore, the relationship and dialogue between the NPM and State authorities and institutions will be discussed as well as the principles of cooperation, confidentiality and transparency in the work of the NPM. In addition, challenges to the fulfilment of the mandate and objectives of the NPM will be reviewed and international best practice examples of NPM working procedures will be highlighted. The engagement with civil society and awareness raising with the general public regarding torture prevention will be a further topic of discussion. The round table will be opened and accompanied by Dr. Victor Zaharia, member of the United Nations Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (SPT).

 

The Round Table is organised within the project of “Strengthening the fight against torture and impunity in Kyrgyzstan: Prevention, Accountability, Remedy and Reparation”, which is funded by the European Union. The project aims at supporting legal and institutional reforms based on internationally recognized best practices and supporting the Kyrgyz National Preventive Mechanism (the National Centre for the Prevention of Torture) in its capacity building. The Ludwig Boltzmann Institute of Human Rights (BIM) and the Tian Shan Policy Center (TSPC) of the American University of Central Asia are implementing partners of the project.
