German Lawyer Klaus Bobich gives a lecture on constitutional rights at AUCA

November 10, 2016

On November 2, 2016 Klaus Bobich, a lawyer from Germany, gave a lecture entitled "Constitutional rights and their implementation/realization in the German legal system" at the American University of Central Asia (AUCA). AUCA, International University of Central Asia, and other university students came out to listen to professor Bobich’s lecture. Moreover, Dr. Andrea Schmitz and Chinara Iskakova, representatives of the Friedrich-Ebert-Stiftung Foundation in Kyrgyzstan, were at the lecture to meet and talk with students.

The lecture covered the following issues:

  • Who has to observe the constitutional rights?
  • What are the terms of the abridgment of constitutional rights?
  • When does the interference into constitutional rights take place?
  • What are the impacts of the ascertainment of the violation of constitutional rights?

The proceeding portion of the lecture was dedicated to reviewing how one files complaints with the Constitutional Court, which is the main juridical instrument for the resolution of legal matters. Attention was also paid to the constitutional procedural rights that are included in the rights of legal defense. The constitutional and legal systems of Germany and Kyrgyzstan are totally different, which gave the lecturer, guests and students the opportunity to ask each other questions and discuss the differences and similarities of the two systems.
