SEBA at the “Effective Public Procurement” training

On December 6-7, Elima Karalaeva, the Associate Professor of the AUCA’s School of Entrepreneurship and Business Administration (SEBA), participated in the “Effective Public Procurement” Training organized by the USAID Fiscal Accountability and Sustainable Trade (FAST) Project in cooperation with the Precedent Partner Group. The purpose of this training is to promote the effectiveness of public procurement by increasing the capacity of civil society organizations (CSOs) to monitor public procurement. Members of the Public Procurement Transparency and Accountability (PPТA) Civil Society Forum had a unique opportunity to learn more about the procurement system and its major procedures in the Kyrgyz Republic and to build capacity in public monitoring using the BI Analytical Module.

The main task of the public procurement system is to ensure the purchase of goods, works, and services to meet public needs with the most effective and efficient use of public funds. For public procurement to be effective, it must meet the needs of society, the state, and the private sector. Mismanagement of public funds as a result of corruption and improper practices in public procurement is a serious problem. In order to control corruption in public procurement, it is necessary, first of all, to understand procurement procedures. 

In recent years, procurement legislation has undergone significant changes that reduce the transparency of the entire system. For example, one-third of all budget expenditures will now be hidden from public view, as the new law on public procurement no longer requires state-owned enterprises and joint-stock companies with a state stake to make purchases through an open portal.

CSOs monitoring and further advocacy in the sphere of public procurement are very important to promote transparency in order to use public funds effectively, sharing the belief that a strong and vocal civil society plays a key role in improving the public procurement system, overcoming common challenges and solving problems related to the procurement system.
