Position Announcements for TSPC: Project Manager and Project specialist on public awareness, education and communication

Project Manager

Full-time position to start in June / July 2020.

The Tian Shan Policy Center of the American University of Central Asia, is looking to fill a Project Manager position for a multi-year international project on promoting energy and resource efficiency in the tourism sector.

Tasks and responsibilities: 

Reporting to the TSPC Director, the project manager will perform the day-to-day management of the project and ensure the delivery and coordination of all activities foreseen in the project proposal. The project manager is expected to establish and maintain good working relationship, communication, cooperation and coordination with all project partners and relevant stakeholders of the project.

The project manager will also be responsible for overseeing the design, preparation, and implementation of activities, as well as the tracking of project progress and the reporting to the funder. The project manager is expected to lead activities as needed and provide own substantive input to project activities, project reports and other relevant publications, and ensure high-quality project outputs.

The project manager will have responsibility over the effective and efficient use of the project budget and adhering to relevant procurement, expenditure monitoring and auditing rules.

The project manager is also expected to pursue further program development and resource mobilization opportunities in consultation with the TSPC Director and relevant AUCA departments

Qualifications and skills:

• Advanced university degree in economics, marketing, tourism, environment, or related science
• Minimum 10 years of professional working experience and a proven track record with managing projects
• Experience with the management of internationally funded projects/programs in the Kyrgyz Republic or Central Asia, experience with EU-funded projects is a plus
• Experience from working in or with businesses and the HoReCa sector is a strong plus
• Passion for the environment and sustainability
• Excellent organizational, time management, and administrative skills
• Excellent presentation, communication and writing skills
• Fluency in English, Russian and Kyrgyz, both written and spoken
• Computer literacy (standard office software, online communication tools)

Project specialist on public awareness, education and communication

 Tasks and responsibilities: 

Reporting to the project manager, the project specialist will perform the day-to-day tasks of the project on public awareness, education and communication and ensure the delivery all activities foreseen in the project proposal.

The project specialist will be responsible for the design, preparation, and delivery of impactful public awareness, education and communication activities aimed at promoting energy and resource efficiency in the tourism sector, particularly among businesses and consumers. Among others, the project specialist is expected to support the project manager in building and maintaining relationships with relevant stakeholders and independently develop and implement effective approaches for engagement through in-person meetings and events, as well as through the project’s online presence and social media channels.

The project specialist is expected to work with project partners and relevant stakeholders of the project to produce engaging content such as presentations, brochures, articles, reports and disseminate these as part of direct communication with target audiences, awareness raising campaigns, and dedicated events as well as track the effectiveness of engagement.

The project specialist will also work with AUCA faculty on developing contents on sustainable consumption and production and energy and resource efficiency for academic courses and engage with other academic institutions on integrating these materials in education programs. 

The project specialist will contribute to the effective and efficient use of the project’s communication and visibility budget and adhere to relevant financial management rules.

 Qualifications and skills:

• Advanced university degree in communications, marketing, tourism, economics environment, or related science
• Minimum 7 years of professional working experience in adult education, communications, or marketing and producing and delivering effective communication materials
• Experience in internationally funded projects/programs in the Kyrgyz Republic or Central Asia, experience with EU-funded projects is a plus
• Experience from working in or with businesses and the HoReCa sector is a strong plus
• Passion for the environment and sustainability
• Excellent organizational, time management, and administrative skills
• Excellent presentation, communication and writing skills
• Fluency in English, Russian and Kyrgyz, both written and spoken
• Computer literacy (standard office software, online communication tools, social media tools)
